Notification No.1 - Listing the Dalbergia Species into the CITES Appendix II
According to the Chapter 5, Article 21 (c), (d) and (e), the Director General may, with the approval of the Minister: (c) allow Government Departments, Government Organizations, Non-Government Organizations or an individual person to export or transport the protected endangered wild animal and wild plant or any parts, derivatives or products thereof for research and scientific species identification; (d) allow, by stipulating conditions, Government Departments, Government Organizations, Non-Government Organizations or an individual person that is permitted to conduct research, to import and possess alien wild animals for the purpose of conducting scientific research; (e) allow, by stipulating conditions, an individual who is permitted to conduct research, to import and possess alien wild plants for scientific research and propagation.
According to the Chapter 5, Article 23 (a) and (b), (a) the Director General may, with the approval of the Ministry, (a) endorse for the export of wild animals or wild plants or any parts or derivative products thereof permitted for breeding or for cultivating commercially; (b) endorse for import, export or re-export animals or plants or any parts or derivative products thereof regulated for international trade;
As per the Notification No. 1/2017 issued on 2-1-2017 by Ministry of Natural Resources and Environmental Conservation, the inclusion of genus Dalbergia, all the rest genus Dalbergia in CITES Appendix I, in CITIES Appendix II has been approved since 4-1-2017. CITES Export Permit, CITES Import Permit or CITES Re-Export Permit by concerned CITES Management Authority is needed to be attached and all the importing or exporting products are to be from legal logging. The details on the list of genus Dalbergia can be found in the Notification No. 1/2017.
