This is in compliance with the International Drug Control Conventions where the Philippines is a signatory. The Philippine Drug Enforcement Agency (PDEA), control and regulates the legitimate use of all substances internationally and locally classified as dangerous drugs and controlled precursors and essential chemicals, thus entities who wish to import, distribute, manufacture, prescribe and dispense such substances are required to secure appropriate license and permit to Philippine Drug Enforcement Agency (PDEA), Compliance Service prior to import/usage.

- Expected duration of licensing procedure
- • License to import controlled substances is approved and released within the day of application upon receipt of application with complete requirements. • New application of license to import controlled substances is subject to Physical Security Inspection. After Inspection of a qualified entity, license is issued within the day of application with complete requirements. • Permit to import controlled substances is approved and released within fifteen (15) working days upon receipt of application with complete requirements and appropriate and valid PDEA License.

Republic Act (R.A.) No. 9165 (The Comprehensive Dangerous Drugs Act of 2002) dated 7 June 2002
Substances listed in the schedules annexed to the 1961 Single Convention on Narcotic Drugs, as amended by the 1972 Protocol, and in the schedules annexed to the 1971 Single Convention on Psychotropic Substances as enumerated in the annex of R.A. 9165. All regulatory control measures apply.
Substances listed in Tables I and II of the 1988 UN Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances as enumerated in the Annex of R.A. 9165 pursuant to Section 93 Article XI of R.A. 9165 for domestic control. All regulatory control measures apply.
Substances included as dangerous drugs by the Dangerous Drugs Board pursuant to Section 93 Article XI of R.A. 9165 for domestic control [Ephedrine, Pseudoephedrine, Ketamine, Oripavine, Amineptine, N-Benzylpiperazine (BZP), Nalbuphine Hydrochloride, Methylephedrine, Salvia Divinorium]. All regulatory control measures apply.
Substances included as controlled chemical by the Dangerous Drugs Board pursuant to Section 93 Article XI of R.A. 9165 for domestic control [Thionyl Chloride, Alpha-Phenylacetoacetonitrile (“APAAN”), 1, 2-Dimethyl-3-Phenyl Aziridine,]. All regulatory control measures apply.
All substances listed in the above regulations, are required to secure appropriate license and permit to Philippine Drug Enforcement Agency (PDEA), Compliance Service prior to import/usage.
