  Philippine National Police Revised Implementing Rules and Regulations (RIRR) of Republic Act No.10591
  
  The approving authority for application of Import or Export Permit is the Chief, Philippine National Police. On the other hand, approval of import permeit for firearms intended for test and evaluation for public biddings was delegated to the Chief of the FEO, provided the quantity of firearms does not exceed five or 10,000 rounds per firearm in case of ammunition. Items for importation and eventual re-exportation to the country of origin to be used in trade exhibits/display in the Philippines shall also be approved by the Chief, FEO.
