It establishes, the regime for the import and export operations with precursors (substances frequently used for the illicit manufacture of narcotic drugs) and the administrative bodies for submission of applications and issuing of import and export authorizations: the Ministry of Health (for precursors of the categories I and II) and the National Agency for Dangerous Chemical Substances and Preparations (for precursors of the category III). Since the date the Law No.505/2004 entered into force (1 February 2005) the Ministry of Economy and Commerce (the Directorate General of Trade Policies) is no more issuing import or export licences for precursors and the Order of the Minister of Economy and Commerce No.391/2003 is amended automatically.
