    The Decision No.30 approved the Common List of Goods that are subject to import/export prohibitions or restrictions to/from the customs territory of the Eurasian economic union.


    Paragraphs listed below were added to the Common List of goods:

    2.2. “Plant protection chemicals”;

    2.9. “Jewels”;

    2.10. “Precious metals and raw material containing precious metals”;

    2.16. “Civil radio-electronic and/or high-frequency means (REM and HFM) including built-in or forming part of other goods”;

    2.17. “Special devices intended for unauthorized obtaining of information”;

    2.22. “Office and civil weapon, its main parts and cartridges”.


    The allowing order is realized by means of licensing and (or) application of other administrative measures of regulation of the foreign trade activity established according to:

    The provision on import to the customs territory of the Eurasian economic union and export from the customs territory of the Eurasian economic union of jewels according to the Annex № 13;

    The provision on import to the customs territory of the Eurasian economic union and export from the customs territory of the Eurasian economic union of precious metals and raw materials containing precious metals according to the Annex № 14;

    The provision on import to the customs territory of the Eurasian economic union of civil radio-electronic and/or high-frequency means (REM and HFM) including built-in or forming part of other goods according to the Annex № 15;

    The provision on import to the customs territory of the Eurasian economic union and export from the customs territory of the Eurasian economic union of special devices intended for unauthorized obtaining of information according to the Annex № 16;

    The provision on import to the customs territory of the Eurasian economic union and export from the customs territory of the Eurasian economic union of office and civil weapon, its main parts and cartridges according to the Annex № 17.

    Decision of the Board of the Eurasian Economic Commission No. 30 «About measures of non-tariff regulation» of 21.04.2015 (last amended on 01.09.2015)


    List of products subject to the licensing procedure (allowing order of import to the customs territory of the Eurasian economic union and (or) export from the customs territory of the Eurasian economic union of goods) is represented in the Annex № 2. They are:

    2.3. “Hazardous waste”;

    2.7. “The types of wild fauna and flora falling under action of the Convention on international trade in endangered species of wild fauna and flora of 3 March 1973 (CITES)”;

    2.12. “Narcotic drugs, substances with psychotic effects and their precursors”;

    2.19. “Encryption devices”;

    2.21. “Human organs and tissues, blood and its components, samples of biological materials of the person”.


    The allowing order is realized by means of licensing and (or) application of other administrative measures of regulation of the foreign trade activity established according to:

    The provision on import to the customs territory of the Eurasian economic union and export from the customs territory of the Eurasian economic union of human organs and tissues, blood and its components, samples of biological materials of the person according to the Annex № 3;

    The provision on import to the customs territory of the Eurasian economic union and export from the customs territory of the Eurasian economic union of hazardous wastes according to the Annex № 7;

    The provision on import to the customs territory of the Eurasian economic union and export from the customs territory of the Eurasian economic union of encryption devices according to the Annex № 9;

    The provision on import to the customs territory of the Eurasian economic union and export from the customs territory of the Eurasian economic union of Narcotic drugs, substances with psychotic effects and their precursors according to the Annex № 10. Depending on the product the application must be approved by the following Government bodies:






      • Hazardous waste -The Federal Service for Supervision of Natural Resources;
        - Narcotic drugs, substances with psychotic effects and their precursors -

        The Federal Drug Control Service of the Russian Federation or by the Federal Service on Surveillance in Healthcare;

        - Human organs and tissues, blood and its components, samples of biological materials of the person - The Federal Service on Surveillance in Healthcare;
        - Encryption devices - The Federal Security Service of the Russian Federation (FSB);




    According to the Decision of the Board of the Eurasian Economic Commission No. 30 on 21.04.2015 (last amended on 16.06.2015) the Decision of the Board of the Eurasian Economic Commission No. 82 on 03.06.2014 (G/LIC/N/2/RUS/1 on 04.08.2014) that expand the Common List of Goods approved by the Decision of the Board of the Eurasian Economic Commission No. 134 of 16.08.2012 became invalid.


    Also paragraphs 2.3, 2.7, 2.12, 2.19, 2.21 of the Decision of the Board of the Eurasian Economic Commission No. 134 of 16.08.2012 became invalid.

    The Decision No.30 approved the Common List of Goods that are subject to import/export prohibitions or restrictions to/from the customs territory of the Eurasian Economic Union.


    Paragraph 2.13 «toxic substances except for precursors of the drugs and substances with psychotropic effects» was added to this Common List of Goods.


    Also the provision on import to the customs territory of the Eurasian Economic Union of toxic substances except for precursors of the drugs and substances with psychotropic effects was added.
