    Import and Export Licensing System is regulated by the Import and Export (Control) Act No. 1 of 1969 and two subsequent amendments in the Government Gazettes (Extra Ordinary) No. 1813/14 on 05.06.2013.

    A copy each of Import and Export (Control) Act No. 1 of 1969, Special Import Licence No. 1 of 1977 establishing the list of goods subject to licensing and guidelines for importers on how to obtain import licences and permits are submitted herewith.

    Import and Export (Control) Act No. 1 of 1969 establishing the list of goods subject to licensing and guidelines for importers on how to obtain import licences/permits and subsequent amendments, are submitted herewith


    Annex I - Government Gazette notification No.1447/28 dated 1 June 2006: Import (Standardization and Quality Control) Regulations 2006. This includes the items, importation of which is subject to the Sri Lanka Standards Institution (SLSI) standards. (Product description is based on 2002 HS version)


    Annex II - Government Gazette notification No.1627/3 dated 9 November 2009. Amendment to the Import (Standardization and Quality Control) Regulations. This is an amendment to the Government Gazette notification No. 1447/28 dated 1 June 2006 stated above for inclusion of tooth brushes to the list of items indicated in the said Gazette. (Description of the added product line is based on 2007 HS version)


    Annex III - Government Gazette notification No.1739/3 dated 2 January 2012


    Special Import Licence and Payment Regulations, No. 1 of 2011. Import license and payment regulations stipulated in this Gazette apply to the importation of goods listed in Schedule I therein. (Product description is based on 2007 HS version)


    Annex IV - Government Gazette notification No.1804/17 dated 3 April 2013. Import and Export (Control) Regulations, No 02 of 2013. Regulations on mandatory certificates for importation of used vehicles. (Product description is based on 2012 HS version)


    Annex V - Government Gazette notification No.1813/14 dated 5 June 2013. Amendment to the Special Import Licence and Payment Regulations No.1 of 2011. Scheduled I of this Gazette is the list of commodities subject to import control licence, primarily under the following conventions. (Product description is based on 2012 HS version)



    • Basel Convention - Vienna Convention (Montreal Protocol)

    • Stockholm Convention - Rotterdam Convention

    • Chemical Weapons Convention


    Chemicals listed in Schedule IV of this Gazette are prohibited to be imported from any country. However, the chemicals categorised under H. S. Heading 29.03 are permitted to import for the critical usage with the approval of the Montreal Protocol.


    Annex VI - Government Gazette notification No.1821/40 dated 1 August 2013. Import and Export (Control) Regulations, No. 4 of 2013. Chemicals listed in Section I of the Attachment C of the Montreal Protocol have been subjected to quantitative restrictions by this Gazette. (Product description is based on 2012 HS version)

    Schedule I of the Gazette (Extraordinary) No 1813/14 of 5th June 2013 was amended introducing new HS Codes with effect from 22nd November 2013. Please refer to the revised list of products published in the Gazzette Extraordinary of the Democratic Socialist Republic of Sri Lanka No. 1837/41 dated 21 November 2013.


    Formats of the Import and Export Control License and Debit Note were published with effect from 1st August 2014, which were contained in the Gazette Extraordinary No. 1872/5 dated 21 July 2014.
