    The Resolution of the Cabinet of Ministers of Ukraine "On Approving the List of goods export and import of which is subject to licensing and quotas for 2022" No. 1424 of 29 December 2021


    Resolution of the Cabinet of Ministers of Ukraine No.1329 previously notified in N2UKR6-8, N2UKR8A1, N2UKR9 and N2UKR10 has been replaced with Resolution No.1424 for 2022.


    The Resolution specifies goods falling under the system of non-automatic licensing and administrative bodies responsible for issuing of approvals to obtain a license for importation of particular categories of goods under this system of licensing.


    The Regulation specifies namely:


    — list of controlled substances (ozone-depleting substances and fluorinated greenhouse gases), import of which is subject to licensing,


    — list of goods and equipment that may contain controlled substances (ozone-depleting substances and fluorinated greenhouse gases, the import of which is subject to licensing (except for goods and equipment transported in containers with personal belongings)),


    — list of goods, imported from Republic of North Macedonia, subject to licensing within the tariff quota established pursuant to the Free Trade Agreement between Ukraine and Republic of Macedonia of 18 January 2001, such as lamb, dried vegetables, confectionery, chocolate, etc.


    Ministry of Economy of Ukraine considers licenses applications and its issues. The Ministry obtains prior approval of importation of controlled substances as well as goods and equipment that can contain controlled substances (ozone-depleting substances and fluorinated greenhouse gases) from the Ministry for Protection of Environment and Natural Resources in the order of interagency exchange of information.


    List of products are inscribed in the Annexes[1] that are attached to this notification.

    Annex 2: Goods and equipment that can contain controlled substances (ozone-depleting substances and fluorinated greenhouse gases (except goods and equipment transported in containers with personal belongings));

    Resolution of the Cabinet of Ministers of Ukraine of 15 August 2023 No. 860** "On amendments to the Resolution of the Cabinet of Ministers of Ukraine No. 1466 of 27 December 2022"


    Modification of specific details in existing procedures: Product coverage; Automatic or Non-automatic; Other: Licensing of goods imported from the Republic of North Macedonia within the tariff quota established pursuant to the Free Trade Agreement between Ukraine and Republic of Macedonia of 18 January 2001 has been lifted.


    The Resolution of the Cabinet of Ministers of Ukraine No. 860 of 15 August 2023 amended the lists of goods export and import of which are subject to licensing and quotas for 2023, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 1466 of 27 December 2022.


    According to the Resolution goods imported from the Republic of North Macedonia within the tariff quota established pursuant to the Free Trade Agreement between Ukraine and the Republic of North Macedonia of 18 January 2001 are excluded from the list of goods subject to import licensing.


    The Resolution amended the mechanism of customs clearance of agricultural goods, allowing imports of goods from North Macedonia within the tariff quota without an import licence.


    The customs authorities will allocate tariff quotas under the Free Trade Agreement between Ukraine and the Republic of North Macedonia on a first-come, first-served basis.


    Thus, the following imports from the Republic of North Macedonia are no longer subject to licensing: sheep or goat meat; peppers; dried vegetables; dried fruits; chocolate and other food preparations containing cocoa; prepared foods obtained by the swelling or roasting of cereals or cereal products (e.g. corn flakes); canned vegetables; preserves, jams, fruit jellies, marmalades, fruit or nut purees, fruit or nut pastes; fruit juices; sauces and preparations; wine; spirituous beverages; tobacco, not stemmed/stripped.
