The Product Safety and Metrology etc. (Amendment etc.) (UK(NI) Indication (EU Exit) Regulations 2020
The UK requires persons wishing to bring civil explosives into the UK to obtain a transfer permission from the relevant authority (Health and Safety Executive in Great Britain/Police Service of Northern Ireland in Northern Ireland) for the permission before the transfer takes place.

HS Chapter 36
Civil explosives – an explosive which has been or would be classified in accordance with the UN recommendations as falling within Class 1, but not including ammunition (where the acquisition is regulated or prohibited by the Firearms Act 1968 to 1997; any explosive which is shown to be intended for lawful use by the armed forces or the police of any country; a pyrotechnic article; an explosive that is used immediately at the place of manufacture.
