The temporary measure was imposed through the Commission for Exceptional Situations of the Republic of Moldova, Disposition no. 98 of December 27, 2023. The regulation on the organization and operation of the Import Licensing Commission for some cereal products and oilseeds was approved by the Order of the Ministry of Agriculture and Food Industry, no. 4 of January 5, 2024 (OMAIA4/2024 (legis.md)).
The Regulation regarding the organization and operation of the Import Licensing Commission for some cereal products and oilseeds, provides for the procedure for requesting and obtaining of the licenses, the validity period, the procedures for rejecting and cancelling of the licenses. The Commission is established under the Ministry of Agriculture and Food Industry.
The following products are subject to licensing:
- 1001 - Wheat;
- 1005 - Maize;
- 1206 - Sunflower seeds, whether or not broken.
The following subheadings from the Combined Nomenclature are exempted:
a)1001 11 - Durum wheat intended for sowing;
b)1001 19 - Other, intended for sowing;
c)1001 91 - Triticum spelta, common wheat, meslin and others, intended for sowing;
d)1005 10 - Maize, intended for sowing;
e)1206 00 100 - Sunflower seeds, intended for sowing;
f)1206 00 910 - Sunflower seeds, whether or not broken, shelled or in grey and white striped shell.
The application for the issuance of the import license can be submitted by the legal or natural person who carries out the following economic activities:
- 01.4 - Raising animals;
- 10.91 - Manufacture of preparations for feeding farm animals;
- 10.61 - Manufacturing of milling products;
- 10.41 - Manufacture of oils and fats;
- 10.71 - Bread making; manufacture of cakes and fresh pastry products.

Modification of specific details in existing procedures: Duration of licensing
The licensing measure for certain cereals imports was extended for another three months. A decision in this regard was taken today by the Commission for Exceptional Situations (CSE).
