  The licensing system enables Customs officers of Hong Kong, China to better monitor the flow of optical disc mastering and manufacturing equipment into and out of the HKSAR and prevent them from being used for copyright infringing activities.

  
  

  The licensing scheme will apply to complete production lines of optical discs, including such key component parts as illustrated at Appendix I.

  The Civil Engineering and Development Department rolled out online application service under the Centralised Explosives Licensing and Management System (CELIMS) for approval of explosives in Hong Kong, China on 1 April 2021.
  
  CELIMS allows online submission of applications; self-printing of permits/licences/certificates; and enquiry of online application status.
  
  After the rollout of the new online application service, the paper mode application is maintained. Applicants may continue to submit applications for permit/licence/certificate in paper form having regard to their operational needs.

  Phase 2 of the TSW was launched on 15 May 2023. It covers the following 14 types of trade documents initially:

  The 14 types of trade documents covered in Phase 1 of the TSW (first rolled out in December 2018 and could be found at https://www.tradesinglewindow.hk/portal/en/useful_information/annex_g.html) are in full service.

  
  

  The use of the services provided by Phase 1 and Phase 2 of the TSW is voluntary, and trade members may continue to use existing channels provided by relevant government departments for submitting trade documents.

  Starting from 1 December 2025, the Trade and Industry Department (TID) has ceased to provide public services related to ozone depleting substances (ODS).  Applications of import licences covering methyl bromide as pesticide (Form 3) under the Import and Export Ordinance (Cap. 60) are processed by the Agriculture, Fisheries and Conservation Department (AFCD).  Online applications for the import licence are available through the Trade Single Window (https://www.tradesinglewindow.hk/portal/en/index.html).

  In addition, from 1 December 2025, the import licences for ODS and pesticides (strictly for quarantine and pre-shipment cargo treatment) containing methyl bromide (“pesticides (methyl bromide)”) are issued by the Environmental Protection Department (EPD).  Relevant changes have been notified in G/LIC/N/2/HKG/32.
