    The list of waste subject to control is listed in Schedules 6 and 7 of the Waste Disposal Ordinance. A permit is required for import of any waste, unless the waste is specified in Schedule 6 of the Waste Disposal Ordinance, and it is uncontaminated and is intended for recycling or reuse purposes. The Schedules are reproduced in the Appendices of "A Guide to the Control on Import and Export of Waste".


    The permit system basically serves to ensure environmentally sound management of waste in Hong Kong. Its requirements are outlined in the attached documents (Appendices I and II) and tie in with those of the Basel Convention on the Control of Transboundary Movement of Hazardous Wastes and their Disposal. It thus enables Hong Kong to fulfil its international obligations under the Basel Convention.

    Since 31 December 2018, a permit issued by the Environmental Protection Department (EPD) is required for the import of waste regulated electrical equipment (i.e. air conditioners, refrigerators, washing machines, televisions, computers, printers, scanners and monitors) under the Waste Disposal Ordinance (Cap. 354).  In support of the implementation of the enhanced Producer Responsibility Scheme on Waste Electrical and Electronic Equipment (WPRS) on 1 July 2024, modifications are made to the definition of regulated electrical equipment set out in Schedule 6 to the Product Eco-responsibility Ordinance (Cap. 603), including the following: the maximum storage volume of refrigerators has been increased from 500 litres to 900 litres; the maximum washing capacity of washing machines has been increased from 10 kilograms to 15 kilograms; and the definition of regulated electrical equipment has also been expanded to include stand-alone tumble dryers and dehumidifiers.  With effect from 1 July 2024, imports of waste regulated electrical equipment of these categories are also subject to the permit control.  The list of waste regulated electrical equipment subject to import permit control is set out in Schedule 6 to Cap. 603.
