Outline of Systems

Q1. Give a brief description of each licensing system as a whole and, with respect to each, reply to the following questions as relevant, placing all of the material with respect to a given system in sequence together, and using cross references as appropriate when elements which have already been described are also present in another system.

The licensing of imports of breeding material is regulated by the Regulation of the Government of Estonia No.332 of 13 October 1995, and is administered by the Estonian Animal Breeding Inspection.

Purposes and Coverage of Licensing

The purpose of the licensing is to regulate the breeding of farm animals in order to improve their genetic merit and performance ability, retain gene pools, increase the economic efficiency of animal husbandry and obtain quality products.

Does the legislation leave designation of products to be subjected to licensing to administrative discretion? The licensing of imports of breeding material is based on the Farm Animal Breeding Act and is maintained under the Regulation No. 332 of 13 October 1995, published in Riigi Teataja I 1995 No. 81, 1998 No. 33, 1998 No. 2.

Eligibility of Importers to Apply for Licence

All persons, firms and institutions are eligible to apply for import licences.

Documentational and Other Requirements for Application for Licence

Q10. What information is required in applications? Submit a sample form. What documents is the importer required to supply with the application?

A free-form application for licence should contain the name, address and telephone, fax number of the importer, the list, ENC (Estonian Nomenclature of Commodities) codes and quantity of imported breeding material, the border station of transportation. Imported breeding material shall be accompanied by pedigree certificates or certificates of parentage and veterinary certificates.

A licence is a nonrecurring certificate issued for a certain period.
