La Loi fédérale sur les substances explosibles du 25 mars 1977 (RS 941.41, https://www.admin.ch/opc/fr/classified-compilation/19770064/index.html) et l'Ordonnance sur les substances explosibles du 27 novembre 2000 (RS 941.411, https://www.admin.ch/opc/fr/classified-compilation/20002454/index.html) régissent l'importation d'explosifs et d'articles pyrotechniques. La procédure de licences d'importation est basée sur les dispositions légales énoncées ci-dessus. Ces dispositions ne peuvent pas être abrogées par le gouvernement. Cependant, l'article 24 3) de l'Ordonnance dispose que le Département fédéral de justice et de police peut dispenser certains articles pyrotechniques de la prescription d'autorisation, à condition qu'ils fassent partie intégrante d'articles eux-mêmes soumis à une procédure de licence reconnue (par exemple les dispositifs pyrotechniques propulsifs utilisés dans les airbags pour automobiles).
